I am glad to see some consideration given to non-downtown transit. Starting with your three strategies:
1. New “crosstown” routes that directly connect outer areas.
2. Outlying transit centers with connections between radial and cross-town routes.
3. The combination of radial routes that now terminate in downtown into routes that operate through downtown.
1. I still like the CrossTown Connector as described in the document linked to my name above better than any of the suggested routes although the 16C Woodmont should be pretty good. I think I made the greater effort to design a route that crossed the axial arterials but performed well for through travelers.
2. Not part of the nMotion strategy is any mention of collectors that could perform important functions as bringing riders to the axial arterials, the outlying transit hubs, local destinations of interest and providing the local service overlaying the high speed limited stop routes.
